Sailing ship, plausibly 25mm miniature scale, pre-painted, sturdy, no assembly required, nontoxic, 8 bucks at the pet shop, probably way cheaper on ebay.
So if you like scenery but don't like wasting money...

Most fishtank stuff is the wrong scale for me, but there are some gems out there.
I have a spongebob squarepants aquarium tiki head I picked up discounted that I used as a lizardman shaman's hut.
When I used to build and paint customized Gundam models in my twenties and thirties (and sell them for a pretty sweet margin of profit) people were always asking me, "Where did you get that awesome display base?".
Pet Land.
I've got a bunch of Roman columns I got from Pet Smart. Also don't rule out DIY wedding sets from places like Michael's or Hobby Lobby (politics aside). I got some clear plastic columns from some wedding cake topper sets that I use to portray flying characters (like my wife's vexing red dragon hatchling named Redstar).
A lot of my 15mm scale terrain comes from aquarium ornaments. Stuff that fits 25/28mm well is a little harder to find, but I do have a few great pieces that would have cost ludicrous sums if they were intended as miniatures terrain. You can find these types of things in charity shops (thrift stores for Americans) for pennies if you keep an eye out.
Aquarium plants are very good for fantastic landscapes, too, as they come in all sorts of wild colours.
